Affected by factors such as small wind speed in the current year, the average utilization hours of wind power in the country has dropped by about 180 hours year-on-year, but the problem of wind curtailment and power curtailment is still the main contradiction that affects the healthy development of wind power in China. In addition, the operation and management of wind turbines and wind farms are also faced with many problems, especially equipment failures and unplanned outages of wind farms, which must be highly valued. In order to promote the sustained and healthy development of the wind power industry and do a good job in wind power development and utilization, the annual average utilization hours of wind power in each province (region, city) in 2014 will be announced, and relevant requirements for 2015 wind power integration and absorption work will be completed. First, we must attach great importance to the market acceptance and effective use of wind power. Doing a good job of market absorption and effective use of wind power is an important guarantee for implementing the “13th Five-Year Plan” task and fulfilling the 15% non-fossil energy development goal. In 2015, the scale of wind power put into operation in North China, Northeast China, and Northwest China (referred to as “Three North”) will be greatly increased, and the situation of wind power consumption will be very severe. Provinces (autonomous regions, municipalities), energy authorities and power grid companies must attach great importance to the effective use of wind power, and on the basis of in-depth analysis of the situation of wind power consumption in the region, boldly promote system reform and mechanism innovation, optimize local grid dispatch operation, and coordinate wind power The relationship between the power plant and the power plant is clearly defined. With the reform of the power system, each dispatched organization establishes a sound compensation mechanism for auxiliary services under the unified deployment of the Bureau, and further taps the potential of system peak shaving. Second, do a good job in the preparatory work of wind power construction. At present, the approval authority for wind power projects has all been delegated to local energy authorities. The provincial (district, city) energy authorities should further regulate the management of preparatory work for wind power projects, guide development companies in solid implementation of wind measurement, resource evaluation, etc., coordinate with relevant departments to timely implement project construction site selection, land pre-approval for land use and other projects for approval Conditions, to avoid the project can not be implemented due to inadequate evaluation of wind energy resources or land, site selection and other construction conditions are not implemented. It is necessary to strengthen the connection of wind power projects to the grid, specify the conditions and requirements for the integration of wind power projects into the power grid, and urge power grid companies to actively carry out the design and construction of access systems for cross-provincial cross-region wind power base projects that have been included in the annual approval plan or national key plans. Work to ensure that the supporting power grid facilities and wind power projects are completed and put into production simultaneously, avoiding the curtailment of wind curtailment due to delays in the construction of power facilities. All wind power development companies should strengthen the evaluation of wind energy resources, geological exploration, micro-site selection, equipment selection, and access system design, and improve the quality of preparatory work for wind power project construction.

Third, coordinate the planning work for on-site utilization and outbound delivery of wind power in the “Three North” region. The “Three North” region is the region with the most abundant wind energy resources in China. Effective utilization of wind energy resources in the “Three North” region is an important task for the development of wind power in China. First of all, we must take multiple measures to accelerate the local use of wind energy resources. At the same time, we must also pay attention to the construction of wind power bases and use cross-provincial or cross-regional power transmission channels to expand the deployment of wind energy resources. Fourth, accelerate the development and construction of wind power in the eastern and southern regions. In recent years, efforts have been made to promote the deployment of wind power to the mid-eastern and southern regions with strong capacity to absorb. At present, the wind power grid-connected installed capacity in the eastern and southern regions is close to 20% of the total installed capacity of wind power. However, the construction of wind power in these areas still lags behind. We must pay more attention to the development and construction of wind power and accelerate the development of the wind power industry. First of all, it is necessary to promote technological progress and support equipment companies in researching and developing wind power equipment and operation management technologies adapted to the resource characteristics of the eastern and southern regions. At the same time, we must boldly promote technological innovation and actively encourage enterprises to carry out other technical demonstration projects that promote the use of wind power on the ground.

6. Strengthen the construction and operation management of wind farms. With the rapid increase in the scale of wind power grid-connected operation in China, we must pay great attention to the construction and operation management of wind farms, and constantly improve the overall technical level of wind power industry and the adaptability of wind power operation and power grids. Each equipment manufacturer must attach great importance to product quality and continuously improve the technical level and reliability of the equipment. Each development enterprise shall strengthen the technical management of project design, project construction, operation and maintenance, establish a sound wind power construction and operation management system, and improve the professional service capabilities of wind farm planning, design, transportation, construction and installation, maintenance and repair. It is necessary to strengthen the management of wind power construction at construction site supervision, unit operation and commissioning, grid-connected testing of wind farms, completion acceptance of projects, etc., strengthen technical and quality supervision, and implement a post-project evaluation system for major projects. Relevant technical institutions shall continuously improve the standards for construction and operation of wind farms, establish and improve wind power industry operation and equipment quality information monitoring and evaluation systems, and report major accidents and general technical problems to the competent authorities in a timely manner.
