First, we must attach great importance to the market acceptance and effective use of wind power. Doing a good job of market absorption and effective use of wind power is an important guarantee for implementing the “13th Five-Year Plan” task and fulfilling the 15% non-fossil energy development goal. In 2015, the scale of wind power put into operation in North China, Northeast China, and Northwest China (referred to as “Three North”) will be greatly increased, and the situation of wind power consumption will be very severe. Provinces (autonomous regions, municipalities), energy authorities and power grid companies must attach great importance to the effective use of wind power, and on the basis of in-depth analysis of the situation of wind power consumption in the region, boldly promote system reform and mechanism innovation, optimize local grid dispatch operation, and coordinate wind power The relationship between the power plant and the power plant is clearly defined. All wind power development companies should strengthen the evaluation of wind energy resources, geological exploration, micro-site selection, equipment selection, and access system design, and improve the quality of preparatory work for wind power project construction.

Third, coordinate the planning work for on-site utilization and outbound delivery of wind power in the “Three North” region. The “Three North” region is the region with the most abundant wind energy resources in China. Effective utilization of wind energy resources in the “Three North” region is an important task for the development of wind power in China. Fourth, accelerate the development and construction of wind power in the eastern and southern regions. At present, the wind power grid-connected installed capacity in the eastern and southern regions is close to 20% of the total installed capacity of wind power. 6. Strengthen the construction and operation management of wind farms. With the rapid increase in the scale of wind power grid-connected operation in China, we must pay great attention to the construction and operation management of wind farms, and constantly improve the overall technical level of wind power industry and the adaptability of wind power operation and power grids. Each equipment manufacturer must attach great importance to product quality and continuously improve the technical level and reliability of the equipment. Each development enterprise shall strengthen the technical management of project design, project construction, operation and maintenance, establish a sound wind power construction and operation management system, and improve the professional service capabilities of wind farm planning, design, transportation, construction and installation, maintenance and repair. It is necessary to strengthen the management of wind power construction at construction site supervision, unit operation and commissioning, grid-connected testing of wind farms, completion acceptance of projects, etc., strengthen technical and quality supervision, and implement a post-project evaluation system for major projects.
