Reforming Electricity to Meet National Conditions

Reforming Electricity to Meet National Conditions He Wei: We cannot measure the success or failure of the reform by splitting the grid (He Yan: Academician of the Chinese Academy of Sciences, particle physics, theoretical physicist)

The power reform must first proceed from being conducive to the development of productive forces, to economic development, and to social security. The purpose is to allocate power resources more effectively. As a kind of production relationship, the electric power system is determined by the productivity, and it is necessary to continuously improve the efficiency of energy use. This is the core element of electric power reform. Reform must not only focus on the immediate interests, but also need to proceed from the overall interests of the energy industry. We cannot measure the success or failure of the reform by simply splitting the grid. Relying on splitting the grid alone does not necessarily create a real competitive relationship.

At present, the most urgent demand for electric power development is to mobilize the enthusiasm of all parties to vigorously develop distributed energy and expand the use of renewable energy such as wind power and solar energy. Give full play to the local grid's resource allocation capabilities to meet the user's electricity needs.

The core of power reform is not due to “decentralization” or “concentration”. China's national conditions determine the complexity of power development. Taking into account the security of the power grid, some parts of the power grid structure need to be “centralized” and some need to be “scattered”. control.

GuoGuoGuo: Taking the path of innovation and development of power grid with Chinese characteristics (Gu Guojun: Academician of Chinese Academy of Engineering and Researcher of Institute of Electrical Engineering, Chinese Academy of Sciences)

The development of China's power grid cannot completely duplicate the way of developing regional power grids abroad.

The lesson learned from the United States’ “8·14” blackout indicates that even if it is completely divided into regional grids, if there is a lack of coordination among each other, the power supply security is difficult to guarantee. This gives us an important revelation: a strong and well-structured grid is the basis for safe operation, and coordinated and unified control mechanisms are effective guarantees against large blackouts.

From the perspective of long-term independent innovation, simply splitting and merging will hardly stimulate innovation. From a deep perspective, the lack of innovative culture (300,336, stocks) is the major bottleneck faced by the Chinese scientific and technological community, and the state should strive to cultivate the systems, mechanisms, and social atmosphere for the formation of an innovative culture.

The development of China's power grid should follow a road of independent innovation that meets the national conditions and has its own characteristics. China Power Grid, whether it is high-voltage technology or smart grid research, has surpassed the United States and Europe in some respects. We need to have the confidence to develop a road of innovation and development with Chinese characteristics different from the European and American regional development model.

Chen Yao: We must consider electricity reform from the perspective of economic and technical rationality (Chen Yao: Vice President and Secretary General of the China Regional Economic Association)

The direction of power reform must be considered from the perspective of economic and technical rationality.

First of all, grid companies have network attributes. Splitting grid companies is not the same as splitting other large enterprises. Now that China's UHV transmission technology is leading internationally, if the grid is divided, the UHV equipment that has been successfully developed and the advanced technologies that have been successfully applied will not be able to function better, nor will it be conducive to technological progress in the entire power industry.

Second, national networking can promote the rational distribution of energy structures. The UHV transmission distance has reached 2,000 kilometers, covering most of China's land area, which has fundamentally changed the energy pattern in China that used to be dominated by coal transportation. Transforming coal into electricity transmission can relieve tension in transportation capacity, promote energy conservation and emission reduction, optimize the allocation of resources throughout the country, and provide significant economic and environmental benefits.

In addition, from the perspective of the coordinated development of the regional economy, there are irrational factors in the current electricity prices. China's energy resources-rich regions tend to be relatively backward, and with the acceleration of industrialization, local electricity demand will continue to increase. Therefore, a certain preferential price policy for energy-rich regions should be given.

Splitting the grid does not solve this problem. The large grid is more conducive to the construction of a unified electricity market. According to the national electricity price policy, the implementation of differential electricity prices in different regions can avoid the situation of “respecting each other” in each region, as well as optimizing the allocation of resources. .
